JRE Overview: AO, EO and Eligibility
The Joint Recruitment Examination (JRE) is the designated written test for administrative grades such as Administrative Officer (AO) and Executive Officer (EO). It runs for three hours and contains one Chinese and one English analytical-writing paper, each taking about half the time. Historically fewer than one in five candidates pass and are invited to interview, making the JRE one of the toughest screening gates in the process. Understanding the grades, the entry prerequisites and the exam structure is the first step in preparation.

Marking Criteria: Analysis and Writing
Both JRE papers assess two core abilities: analysis and writing. Analysis looks at whether you can understand the issue, unpack the controversy, weigh perspectives and reach a reasoned judgement; writing looks at structure, coherence, language accuracy and persuasiveness. Understanding the marking dimensions lets you train with precision rather than simply writing more.

Chinese Paper: Question Types and Requirements
The JRE Chinese paper usually centres on a controversial social or current-affairs issue with relatively few reference materials, asking candidates to take and argue a position mainly from their own knowledge and reasoning. Unlike the data-rich case study of the English paper, it tests your stock of issues, logic and written expression. Understanding the question type lets you locate and organise quickly within the time limit.

Chinese Essay Structure: Intro, Points, Counter, Judgement, Conclusion
Facing an open argumentative prompt, a clear structural framework lets you start writing quickly and stay orderly under three hours of pressure. A common framework is a five-part shape — introduction, points, counter-arguments, judgement, conclusion: define the issue and stance, develop supporting reasons, address and answer the opposing side, reach an overall judgement, then close by echoing the opening. Mastering it gives every essay a ready skeleton.

Argumentation: Balanced Reasoning and Grounded Judgement
One core skill assessed in the JRE Chinese paper is argumentation: can you weigh both sides and support a clear judgement with reasons. Strong argument is neither one-sided nor wishy-washy; it acknowledges complexity, then explains why one stance holds up better. This lesson breaks down argument methods and common fallacies to turn 'having a stance' into 'being persuasive'.

Issue Bank: Housing and Land
Housing and land are among Hong Kong's most discussed public-policy issues and a possible area for the JRE Chinese paper. The aim of preparation is not to memorise specific past questions or official model essays, but to build a thinking framework: the core tensions, common policy directions with their trade-offs, and the concerns of different stakeholders. The material below offers only general debate directions and original illustrations to help you organise points quickly.

Population ageing drives welfare spending, labour supply and intergenerational fairness — an important area the JRE Chinese paper may touch. Preparation focuses on the linkages between these issues and the tensions among fiscal sustainability, personal responsibility and social security. This lesson offers general debate directions and original illustrations, without citing specific past questions, to help you build a flexible bank of points.

The aim is to grasp their core tensions and common angles rather than memorise particular cases. This lesson offers general debate directions and original illustrations to help you argue quickly on emerging issues.

Chinese Paper: Time Management and Common Pitfalls
Even the best points score poorly if time is mismanaged or basic mistakes creep in. The three-hour JRE covers both Chinese and English papers, leaving a tight allocation for the Chinese one. This lesson sets out time-allocation advice for reading, planning, writing and checking, plus the pitfalls candidates most often fall into, to help you convert preparation into actual marks.

Format

Reading materials

Analysis structure

Options & impact

Recommendation

Language & time
