The JRE English paper presents a fictional policy case study set in a city resembling Hong Kong, supported by a substantial pack of reference materials. You are asked to read and digest the data, analyse the situation, weigh options and their impact, and write a decisive recommendation. It assesses the same two abilities as the Chinese paper — analysis and writing — but through data handling rather than free reasoning.
