The recommendation is where the English paper is won or lost: the marker wants a clear, justified decision with a workable implementation path, closed with authority rather than hedging. 1Commit to a Decision

Fence-sitting is the commonest weakness in recommendations. The task asks you to decide; a clear choice, well justified, beats a balanced non-answer.
